The Carer Money Matters programme is a national fuel poverty alleviation programme developed by the Carers Trust. This UK-wide programme was launched in April 2024, will operate until 2026 and is funded by Ofgem’s Vulnerability and Carbon Monoxide Allowance (VCMA). The programme focuses on providing support for unpaid carers facing fuel poverty, through advice on energy saving and energy debt.
Carers Trust has commissioned Wavehill to undertake an independent evaluation of the UK-wide Carer Money Matters programme. This evaluation will take a mix-method approach that will:
seek to understand the outcomes and impacts of the fund on beneficiaries,
identify which delivery models and approaches have had the greatest impact on carers and local organisations,
identify potential improvements for future programme delivery, and
calculate the social return on investment achieved by the programme.
Carers Trust will use the outputs to understand and demonstrate the effectiveness of the programme and anticipated value for money. This will provide an evidence base to support the future funding of similar programmes. In addition, this research will add to the sector’s understanding of ‘what works’, helping to affect changes in policy and support effective large-scale delivery of interventions to better support carers across the UK.
