Wavehill has been commissioned by Newcastle City Council to evaluate the Business Energy Saving Team’s (BEST) initiative, funded by the UK Shared Prosperity Fund (UKSPF).
The information gathered through this research will be used to help Wavehill evaluate the delivery of the project and assess its performance and impact.
Wavehill will conduct a series of interviews with key delivery and management stakeholders, relevant members of the Steering Group, and Funders of the project to broaden our understanding of the projects and respond to the key evaluation questions.
The data you provide will only be used for the purposes of this evaluation. Any personal information collected as part of the evaluation is kept confidential and will not be made public in a way that could lead to you being identified, unless we have your permission e.g. if you agree to feature as a case study in our report.
It is also important to note that the team undertaking the evaluation do not work Newcastle City Council or any of the organisations that are involved in the delivery or funding of this project. This is an independent evaluation.
Wavehill will delete the information you provide and all personal data relating to this evaluation within six months of the end of the evaluation.

Why is this evaluation happening?
Wavehill has been commissioned by Newcastle City Council to evaluate the Business Energy Saving Team’s (BEST) initiative, funded by the UK Shared Prosperity Fund (UKSPF).
The project aims to help SMEs and Voluntary, Community, and Social Enterprises (VCSEs) in Newcastle, North Tyneside, Northumberland, and Gateshead reduce energy consumption and carbon emissions. Wavehill will assess the project’s delivery, performance, and impact, focusing on energy audits, grants for improvements, and ongoing support. The evaluation will provide strategic recommendations and document key learnings to improve future energy efficiency initiatives in the region.
What type of information is collected through the evaluation?
The interviews look to capture themes such as:
Background and context to the project;
Project design and rationale;
Satisfaction with the support received
Alignment with other projects;
Implementation, management and delivery;
Monitoring and evaluation; and
Progress and impacts.
What is personal data?
Personal data means any information that could lead to a person being identified either alone or in combination with other widely-available information, e.g. their name, their address, or details specific to that person.
The evaluation will gather personal data from participants such as names and contact details for the purpose of conducting the evaluation. However, no personal data will be shared with anyone outside the evaluation team
How long does Wavehill store data for?
Data will be stored for 6 months following the completion of the evaluation, expected in July 2025.
What is the legal basis for collecting and processing the data collected?
Consent. This can be withdrawn at any time.
What is the purpose of processing your answers?
The data is used for improving the Wavehill evaluation team’s understanding of the project to ensure a comprehensive and robust evaluation.
Who has access to the data collected?
Only Wavehill will have access to any personal data shared with them. Personal data will be removed from any outputs generated.
