ARFOR 2 Evaluation: Llwyddo’n Lleol Participants Privacy Notice

How we hold and process your information

Wavehill are undertaking an evaluation of the ARFOR 2 programme on behalf of Gwynedd Council. As part of the evaluation, individual participants are being asked to complete a survey to provide their feedback.


ARFOR is a programme delivered jointly by Carmarthenshire, Ceredigion, Gwynedd and Anglesey Councils which looks to use enterprise and economic development to support the Welsh heartlands and, thereby, maintain the language. The information gathered is used to inform the evaluation by understanding the experiences and any outcomes for individual participants.


Your contact details were provided by one of the partners responsible for delivering the programme based on the commitment to participate in the evaluation you undertook during the application process. Participation in the survey is voluntary. You can decide to not take part before or during the interview and can choose to not answer certain questions if you prefer.

 

Any personal information collected as part of the survey is kept confidential. Your answers to the survey will not be made public in a way that could lead to you / your business or employer being identified. The information is only used for research purposes. Reports produced as part of this process may be published and appear on the ARFOR website or other website or social media platforms (such as Arsyllfa and BWRLWM ARFOR). Wavehill will produce a report based on the data but this will not identify any individuals without their explicit permission.

 

Your personal data is deleted within six months of the end of the programme (currently scheduled to be in September 2025). Your answers to the survey are linked anonymously to other data sources for non-commercial research purposes only, unless you ask for this linkage to not take place. The anonymised data is held securely and is only ever used for non-commercial research purposes. We do not share or use your information for commercial or marketing purposes.

Under the new data protection legislation, you have the right:

  • To access your personal data held by the ARFOR programme.

  • To require Gwynedd Council to correct any mistakes in that data.

  • To (in certain circumstances) object to or restrict processing.

  • For (in certain circumstances) your data to be ‘erased’.

1.      What is the ARFOR 2 Evaluation?

Wavehill has been commissioned to undertake an evaluation of the ARFOR 2 programme which includes the support provided through 'Llwyddo'n Lleol'. ARFOR is a programme delivered jointly by Carmarthenshire, Ceredigion, Gwynedd and Anglesey Councils which looks to use enterprise and economic development to support the Welsh heartlands and, thereby, maintain the language. The evaluation contains the following objectives:

 

  • EVALUATION – evaluation of the Programme and Processes as a whole in terms of – have the work streams responded to the Strategic Objectives; evaluating the management and processes of the Programme and individual Work streams; a need to demonstrate the impact the work streams have had on the economy and its connectivity with the Language.

  • MONITORING – a need to create a framework to monitor the work streams within the Counties. This work will be done locally and regionally. In collaboration with the Officers Group, the ARFOR Board and using the work from the initial evaluation – to identify a framework that enables them to monitor the progress in terms of developing the economy and promoting the Welsh Language and addressing the outputs of the Programme.

  • LEARNING – as part of the commission we are undertaking research to explore the connectivity between the Economy and Language in terms of the ARFOR Programme but also research that is ongoing within the Region by stakeholders e.g. Universities, Businesses, Third Sector etc. and to see how this learning can be shared more widely. This includes a need to create a structure for sharing learning and good practice across the Region and more widely.

 

2.      What type of information is collected through the survey?

The survey covers a wide range of topics. These include:

  • Information about yourself

  • Information about the support received

  • Satisfaction with the support

  • Any outcomes from the support

 

3.      What is personal data?

Personal data means any information that could lead to a person being identified either alone or in combination with other widely-available information, e.g. their name, their address, or details specific to that person.

The survey collects some personal data for all respondents such as: your name, surname, age, and gender.

 

4.      How long will the personal data be held for?

Your personal data is deleted within six months of the end of the programme (currently scheduled to be in September 2025).


5.      What is the legal basis for collecting and processing the data collected?  

The legal basis for collecting and processing your data is based on your consent.

 

6.      What is the purpose of processing your answers?

The data is used to inform our evaluation of the ARFOR 2 programme.

As an individual who has received support through the programme, we would like to understand more about your experience and any outcomes that you have received to date. Your feedback is invaluable in allowing us to understand the impact and importance of the ARFOR programme.


7.      Who has access to the personal data collected through the survey?

Only a small number of researchers at Wavehill will have access to the non-anonymised data and Wavehill has procedures and systems in place to keep that data secure. Language learning models and 3rd party software may be used to analyse that data but these all conform to UK GDPR standards. All personal data collected through the survey will be deleted within 6 months of the end of the contract. An anonymised version of that data will be shared with Gwynedd Council in the form of a report.
