How S4C’s contributes to Wales

Wavehill was commissioned to deliver independent assessments of S4C’s economic and social contribution, with the latest study focusing on 2024/25 and building on our 2022/23 baseline. Our work has helped S4C evidence its evolving role across Wales and the UK.

We combined quantitative economic impact modelling, supplier and stakeholder surveys, literature review, and sector consultation to capture S4C’s impact across economic activity, Welsh language and culture, community engagement, education, and environmental practice.

Key Findings
• S4C is central to sustaining and promoting the Welsh language, supporting Welsh content, learning resources, and diverse communities across Wales.
• S4C supported 2,500 FTE jobs and generated £150.3m GVA in Wales through its activities, supply chain, and investments.
• Strategic investments drove sector innovation and growth, funding new studios, creative tech, and hundreds of industry training opportunities.
Our analysis evidenced S4C’s role as a catalyst for creative industry innovation, skills development, and sustained Welsh language use. The findings also informed S4C’s engagement with DCMS around future funding, strengthening their case with robust, transparent impact data.
