How a £186m Inclusive Growth Programme delivered for Cornwall

Wavehill was commissioned to evaluate the Cornwall and Isles of Scilly £132m Good Growth Programme between 2022 and 2025. Funded through the UK Shared Prosperity Fund, the programme supported around 150 place, business, skills, and community projects.

We worked closely with the programme team and delivery partners to embed evaluation alongside programme activity, supporting real-time learning and robust impact assessment.

Wavehill developed a structured evaluation framework, drafted tailored Evaluation Guidance for Good Growth projects, and established practical monitoring systems. Reporting was split into an interim progress review to inform ongoing programme development and a final impact evaluation assessing performance against contracted targets.

Our work combined baseline establishment, review of governance and delivery processes, financial analysis, alignment with national evaluation activity, and efficient use of existing monitoring data and coding project evaluation. This integrated approach enabled continuous oversight, informed decision-making, and supported learning as the programme progressed.

Wavehill’s evaluation has established a robust evidence base, embedded guidance and systems for ongoing progress tracking, and laid the foundation for future impact assessment and performance review under the UK Shared Prosperity Fund.
