Understanding how an integrated employment model supported progression across Cornwall

Our evaluation framework captured how both strands operated in practice:
• People Hub offered accessible, community-based guidance and support for individuals seeking work, helping them overcome barriers and develop confidence and skills.
• People in Work provided targeted support to those already employed, focusing on skills development, career progression, and access to training and qualifications.
We used programme data, stakeholder insights, and two participant surveys to assess how coordinated delivery enabled tailored support and progression.
Our evidence enabled partners to understand programme performance, refine delivery approaches, and strengthen the case for continued investment in integrated employment and skills support.

Key Findings
• Streamlined access to information, advice, and guidance through a single, coordinated entry point
• Tailored support plans enabled participants to overcome barriers and build confidence, skills, and experience
• Improved progression outcomes, including movement towards employment and advancement for those already in work
