Palace Theatre heritage building restoration evaluation

Wavehill evaluated the redevelopment of Swansea’s Palace Theatre, a Grade II listed building restored under the Transforming Towns programme. Commissioned by Swansea Council, the work explored how the project contributed to heritage preservation, business growth and renewed confidence in the area.

The project transformed a long-derelict theatre into flexible workspace and community-focused space, with Tramshed Tech becoming the lead tenant following completion in 2024. The redevelopment also removed the building from the Theatres Trust “at risk” register after years of decline.

The evaluation drew on stakeholder consultations, site visits, project documentation and financial data to examine delivery, outcomes and longer-term contribution. It found that the combined heritage restoration with modern workspace design was supporting technology-focused businesses while the regeneration of the near derelict building helped strengthen perceptions of Upper High Street as a viable location for investment and occupation.

The evaluation highlighted how public-sector leadership enabled progress where previous private-sector proposals had not advanced and identified areas of good practice and lessons for future heritage building restorations. This included how to successfully manage a complex heritage scheme through partnership working and delivering community value.
