Evaluating a 98 country learning exchange programme
Wavehill were engaged in 2024 to deliver an interim evaluation of Taith, a Welsh Government funded programme supporting international learning exchanges across all education sectors.
This followed an inception phase in 2023 which reviewed the programme’s monitoring processes and developed an Evaluation Framework. The interim phase aimed to assess performance to date and to understand how delivery, participation and early outcomes were developing.
The evaluation combined a structured value for money framework with extensive stakeholder engagement. A model based on the Four E’s was developed through workshops and used to guide data collection across multiple methods, including surveys, site visits, interviews and stakeholder workshops. This approach supported a consistent assessment of programme performance and helped to identify where value was being created across different participant groups.
Impact
Findings at the interim stage highlighted strong delivery and engagement across a complex, multi sector programme. Evidence gathered through the evaluation pointed to:
- High levels of satisfaction among grant recipients, participants and stakeholders
- Rapid progress against output targets, with a substantial volume of mobilities delivered early in the programme
- Strong engagement from organisations, including those new to international exchange activity
- Effective reach into underrepresented groups, aligning delivery with the programme’s inclusivity objectives
The evaluation also captured early outcomes across different participant groups. Learners reported a range of personal and educational benefits, including increased confidence and improved preparedness for work and study. Staff participants described positive effects on morale and professional development, alongside changes in practice such as curriculum design and pedagogy. Organisations reported improvements in performance, innovation and their ability to engage internationally.
Alongside performance and outcomes, the evaluation generated practical insight to inform ongoing delivery. Recommendations focused on strengthening inward mobility activity, supporting more consistent inclusion across funded organisations, and improving the quality and coverage of outcome data.
