Community-led development in rural Wales: the LEADER approach
LEADER is a community-led approach to rural development that has been implemented across Europe since the 1990s. At the heart of the approach are Local Action Groups (LAGs), which bring together public, private and voluntary sector partners to identify local priorities, support innovation and develop community-led solutions to local challenges. This evaluation examined the implementation of LEADER in Wales as part of the Rural Development Programme 2014–2020 and assessed its contribution to rural development across the country.
What we did
Wavehill undertook a theory-based evaluation combining analysis of programme monitoring data with literature reviews, stakeholder interviews, surveys and case study research. The study engaged Welsh Government officials, LAG representatives, delivery organisations, funded projects and wider stakeholders from across rural Wales.
The evaluation examined both the outcomes generated by LEADER-funded activity and the effectiveness of the LEADER approach itself, including community engagement, local governance, networking, cooperation and support for innovation. More than 700 projects were reviewed as part of the research.
What we found
The evaluation found that LEADER generated benefits beyond the projects it funded. The combination of local decision-making, community engagement, project development support and funding helped strengthen partnerships, build local capacity and encourage wider participation in rural development.
The research also found that LEADER played an important role in supporting innovation and testing new approaches to local challenges. Across Wales, projects addressed a wide range of issues, including community services, local economies, culture, renewable energy and digital technology.
Why it matters
The evaluation highlighted the value of long-term, community-led approaches to rural development. It concluded that the benefits of LEADER were derived not only from the projects supported, but also from the way the approach brought communities together, developed local ideas and created opportunities for future activity and investment.
