Economic impact of the proposed Garn Fach wind farm

Wavehill, working with Dulas on behalf of EDF Renewables UK, undertook a scoping review and socio-economic impact assessment for the Garn Fach wind farm as part of the planning application process for a development of National Significance. The socio-economic impact assessment was designed to test how the proposed development would affect the economy at local, regional and national levels.

The assessment combined evidence review, stakeholder insight and economic modelling to build a structured understanding of potential impacts across both the build and operation phases of the development. In addition, the assessment also considered the effects of a community benefit fund and how nearby recreation use of the site may be affected.

The work established baseline economic conditions, including employment levels, sector composition and earnings patterns. It identified a local economy characterised by a significant presence of micro businesses and variation between resident and workplace earnings.

Economic modelling explored how investment could flow through the economy and the proportions of investment which would be retained locally and within Wales. It also assessed the local supply chain potential and employee spending effects. The assessment quantified associated gross value added and employment, including multiplier effects.

Findings indicated that expenditure would be distributed across geographies and phases, with construction representing a substantial component of overall investment and operational activity providing ongoing annual effects. While many of the components of a wind farm are manufactured overseas, the review identified opportunities for Welsh businesses to support the supply chain, as well as the Welsh labour market providing the relevant skills.

Stakeholder engagement contributed insight into local priorities and helped shape understanding of how economic benefits could align with community needs.
The final socio-economic chapter of the Environmental Statement was submitted as part of the planning application and the Garn Fach wind farm was approved by Ministers. Subsequently, Wavehill is working with EDF on some potential extensions to the planned site.
